    You’re refering to a phenomenon known as axial tilt, the angle between a planet’s rotational axis and its orbital axis.  The earth’s axial tilt is decreasing at a rate of approximately 47 inches per century, and varies with the earth’s perturbations.  The recent 2011 earthquake in Japan changed the tilt of the earth’s axis by nearly 25 cm.
