How does the DOE decide who to give money to?

It seems like some of the projects will always just be a pipe dream.

    The United States Department of Energy grants are available through an application.  Generally organizations that seek out grant funding apply for financial assistance to support their research.  Sometimes the decision is not in the hands of the DOE but has been outlined by approved legislation specifically allocateing funding for government programs.  This distribution of funds may be conducted through the DOE but not initiated by them.
