How does the DOE decide who and how much money to give out?

     The U.S. Department of Energy guarantees loan money to projects that “avoid, reduce, or sequester air pollutants or anthropogenic emissions of greenhouse gases” and “employ new or significantly improved technologies”. In order to get the loan guarantees, those implementing the project must submit a proposal, and the DOE funds those which best fit these goals.
