This job is assigned to an agency called the EPA.  The EPA (Environmental Protection Agency) is responsible for the protection of human health and the environment in America.  The decide what is harmful and what is not by constantly researching, assessing, and educating the US about what chemicals are potentially harmful to the society.  They employ a lot of educated and technically trained engineers, scientists, and policy analysts to undertake this mission.
