Kinectic energy can be converted to electric energy using haudralic dams and sea barrages. The water is turned into turbines which collect the kinectic energy of the water and convert it to electric energy.
Hydroelectric dams are actually generated using gravitational energy, which is a form of potential energy. Water cannot have a velocity or acceleration, which is the definition of kinetic energy. The flow of water which is used to generate electricity is actually the result of the gravitational flow of the water.
