Traditional cell phone chargers still draw and use electricity (vampire load) when your cell phone is plugged in even if the battery is fully charged. Some wireless cell phone chargers may have the capability to shut themselves off as soon as it senses a complete charge. Of course, you also have to take into account that wireless charging may not be as efficient as direct plug in charging and energy savings would be minimal.
