How do we protect against poaching in the United States?

Right now, the laws that protect animals from poaching vary by state. Pennsylvania for example considers poaching a “summary offense” with no chance of jail time. West Virginia however, does not charge as much money for fines against poaching, but offenders do face a term of imprisonment. Recently, Ohio and other states are trying to get tougher laws passed against poaching such as restitution values based on true-market value, stiffer fines, and possible revocation of hunting licenses (How Stuff Works, 2011)
