How do we measure how much potential an area has for wind power?

There are a number of tools that engineers can be used to see the potential an area has for wind power. They all ready have a rough idea regionally, which parts of the country would be good for wind power. When it gets down to specifics, in urban areas they have tools that can judge the best place for wind power for individual buildings. One particular tool (that I couldn’t find a picture for) is essentially a pole with a number of different fans at different heights and angles that engineers take to the roof of a building to see how the wind responds from with the building and surrounding area. That way, they can see how high off the roof they should build any potential wind turbines and also at what part of the building.
