How do we make man made islands?

Like the giant cluster of man-made islands for purchase in Dubai, most man made islands are constructed by first dumping thousands of tons of rocks and sand into the water until rises above the surface of the water. Then the sand and rock layers are compacted and made denser in order to ensure the islands stability and strength. Once enough rock and sand layers is formed and it is properly laid down, dirt, soil, cement and other necessary layers are put down followed by the infrastructure wanted on that specific island.
