How do we decide when cities are having a water shortage?

    Water shortage is determined by each city or town’s council, depending on water supply and demand. When a council determines that there is a shortage, they declare what stage of shortage the town faces. There are five levels of water shortage. Each stage has requirements and regulations that the council needs to enforce to prevent further shortage, with stage five being the most strict.
