Regional planning authorities designate areas of land use as network utilities (e.g., roads and telecommunications facilities) or large public works (e.g., schools and reserves). Those areas of land are ‘designated,’ or identified in district plans, and authorities can use the designated land for the designated purpose, or ‘scope’ as set out in the district plan.
