INteresting question. Unfortunately the answer is rather unsatisfying. Many of the ocean boundaries, particularly those in the southern hemisphere, were determined arbitrarily. The boundaries were determined sometimes using landscape features, such as a string of islands, other times just drawing a line on a map.
Apparently, because the boundaries were decided on so arbitrarily, there have been various campaigns to redefine the ocean boundaries. The reasons given for redrawing the boundaries have been for resources, terrorism and other causes as well. As you can see below, the lines now are based more or less on geography.
