How do they get ink and lead out of paper when they recycle it?

Lead is actually not used in pencils anymore. The tip is often called the “lead”, but it is actually a mixture of graphite and clay. The graphite and clay as well as pen ink, are water soluble, and come out in the water rinse of the re-pulping and screening part of the paper recycling process.
