How do states decide where to put prisons?

    Though prisons can be built even amidst urban areas, they are typically built in poor rural areas with low property values and desperate need of jobs. Despite the fact that they end up costing local taxpayers heaps of money and don’t generate any returns (inmates don’t contribute much to the local economy), private contractors convince city leaders that the jobs created will be worth it all, when really they are the only ones that profit.
