How do loggers create the roadst that they drive on?

Loggers create the roads they drive on by clearing the path they want to use and then covering the narrow, winding road they want with gravel. Then they drive over it to press the gravel into the ground. Logging roads aren’t paved, however the Bush administration moved to pave the logging roads for easier access.
