Western scrub jays (aka the common Blue Jay) can be territorial birds, particularly during mating and nesting seasons. If you are being attacked (dive bombed and pecked at etc) by one or more of these birds, it may be because they are perceiving you as a threat to their nest and are trying to scare you away like they would a rival blue jay or other bird/predator. The most effective method would be to no longer enter the area with the nest until the hatching season is over. Another choice would be to remove the nest, hopefully to a safe location where the birds could finish raising their young.
