A hand sanitizer with more than 60% ethyl alcohol needs to be disposed of as a Hazardous Waste. There may be local regulations, but some general guidelines are to label it as hazardous waste and schedule a pickup. One thing that this website does point out is that it is beneficial to use the hand sanitizer before disposing of the container because that was the intended purpose. Depending on the reason for the excess sanitizer, it may be more worth it to use it up, especially if you have children. You could always call Purell as well for further information.
