How do governments try to get endangered animals to breed?

Governments assist endangered species breeding by creating laws that protect the animal and their habitat and by providing funding for organizations that work towards the protection and re-population of endangered species. For example, in the U.S. we have the Endangered Species Act, which protects endangered and threatened species, as well as their critical habitats. This law protects encourages breeding by making any activity that degrades habitats or interferes with behavior of endangered/threatened species illegal.
