How do governments know if their people want green technology or not?

    The Democratic process in the end can work if the masses contribute. The government can find out if people want green technology in a couple of ways: if their constituents write letters/send email and inform their representatives of their preferences (they do, after all, need to get elected) or by how they spend their consumer dollars. If they support green technology that is all ready available, then both the government and other entrepreneurs want to be able to satisfy the demand by increasing the supply. It’s a simple economic and political model but one that most times holds true.
