Aquifers can be recharged either naturally or artificially. Water tables will slowly recharge themselves naturally as a result of precipitation, runoff, etc. Whenever water trickles back down into the ground, it can make its may back into an aquifer. We can also artificially recharge aquifers by injecting them with water. Some areas use recycled waste water to replenish their aquifers, which can then be used again for drinking or irrigation purposes. I believe some areas in Mexico do so with no ill effects.
