How do farmers make their pesticides have less of a harmful effect on nature?

Pesticides are diluted (and rendered less harmful to nature) upon irrigation, and this is the standard ‘disposal’ procedure. The more dilute they are, the less toxic they become, though they may still be accumulated in animals that consume the toxins.  Cleaning agents are available to increase the solubility of pesticides.
