How do countries decide how much they can reduce their carbon emissions?

    This is a complex question as it has many factors to consider. First of all is the amount of energy used by the country at hand, because changing a smaller consumption over to green sources is easier than a larger one.

    Second the budget of the country and the amount of money they are willing to spend on such programs is crucial, this is where public opinion matters the most, if the public supports such spendings the country will more likely adapt.

    Third big factor is technology. It is hard to say what kind of new energy sources we can come up with, so most projections are only estimates as to how much energy we can generate from current and future sources.
