How do boats travel up and down a river when there is a dam in the way?

The journey would end before you reach the dam, or a good distance down-river from the dam. It is dangerous to boat upriver from a dam unless you have a motor-powered boat; you run the risk of getting caught in an accelerated current. Although often times waters upriver from a dam are quite calm and people use those waters for fishing.
