First of all, Copenhagen issued the invitation to the Conference of the Parties to the United Nations Framework Convention on Climate Change (COP). According to the rules of the conference, the presidency rotates among the five UN regional groups. For 2009, it was western Europe’s turn. Once the UNFCCC had determined that Copenhagen had in fact the facilities necessary to host, their invitation was accepted.
