How deep do people have to drill to get water in California?

That depends where they live. Each lot is different, some needing to drill several hundred feet underground (i.e. in the desert,) while others only need a small syphon to get water near the surface. Most people, however, don’t need either. The city they live in usually supplies them with water, via pipes, that comes from water treatment plants, reservoirs, rivers, desalination plants, or aquifers.
