Two-headed snakes are not incredibly rare, but they definitely are no where near common.  According to BBC News, about 400 cases have been recorded throughout history.  In 2006, some scientists thought they might have found a fossil of a two-headed snake/reptile dating back somewhere between 65 to 144 million years ago.
