El Nino is characterized by warmer than average temperatures in the equatorial Pacific Ocean. So, sea surface temperatures measured in the winter can tell us if the temperatures are higher than average. This measurement is done by a network of buoys in the equatorial Pacific Ocean, monitored by NOAA, that record temperature, ocean currents, and wind.
