A fairly tried and true method of weather manipulation is cloud seeding. This is a process where some kind of dust such as dry ice or silver iodide is dumped from a plane into some thick clouds. The dust makes the water in the clouds condense and fall to the earth as precipitation, usually rain. Though it’s use is not as wide spread as it once was, I’ve seen this method used in China to bring water to arid regions or simply clean a city before an important event.
