How can we make the oil industry more ready for an oil spill?

There are already regulations in place that are supposed to protect us from accidents like oil spills. The problem is, apparently they do not work all the time.

Oil companies make a lot of money. They are in business to make as much money as possible, which is essentially why most companies are in business. I think financial incentives are the only way to really prepare oil companies. I don’t mean giving them money for being spill-free, but rather penalizing them in a serious way for spills, so much so that it is cheaper for them to operate safely over many years than to have one spill.
