Essentially, assuming the oil is intended for combustion in lieu of other, more responsible energy sources – It would be difficult to recognize any aspect of its production and refinement as ‘green’ simply because of its destination.
One of the most effective ways to affect change in the production however would be to require certain standards in the process of any product imported and sold domestically. This would undoubtedly raise energy costs for the country that enforced such standards due to resulting limited supply.
