How can we depend on other countries to change their emissions enough to make a difference without the UN stepping in?

    The biggest source of carbon emissions besides the US is China, and they already have a very aggressive policy for developing alternative energy and reducing fossil fuels. The fact is that of all the major carbon emitting countries in the world, the US is the furthest behind in acting on it. But Obama is working to change that, and has made it a national priority. He’s also become a world leader on the topic, giving a strong speech at the UN, to help the US lead the way on climate policy.
