I don’t know what “waste heat electricity” means. It could be the heat generated by, say, an electric light bulb; or maybe you mean the heat produced by an electric generating plant during the generation of electricity. In the former, you do use the heat, at least in colder climates – the heat from light bulbs heats a room – incrementally and in a small way. Industrial scale waste heat could be captured and used locally, but generally is not.
