Permeable surfaces such as permeable interlocking concrete pavers (PICPs,) can reduce storm water runoff because they temporarily store runoff before infiltrating it into the subsoil. As long as the opening aggregate mixes on the pavement surfaces are porous enough for the water, the runoff is able to infiltrate into the soil through the interlocking shapes between PICPs.
