How can Obama help the environment more than he is right now?

    First thing — he can win in 2012. He also needs to stand firm and not let Republicans rip the EPA apart. Getting rid of tax breaks for big oil companies would help, as would even increasing taxes on them. His power is often more symbolic than anything — making a move on the global stage for even more rigorous climate change regulation might help, but it would probably be the wrong move in this context.
