How can drought make an area more vulnerable to floods? Doesn’t the dried-up earth absorb more water?

    There are many different types of soils that don’t soak up water or absorb it at a rate that would be useful enough. Also, organic matter in and around the soil helps the soil absorb and retain the water for future use. A drought can cause much of the organic material to die off, taking away its ability to improve the soil and helping it to absorb more water.
