How can Japanese residents protect themselves from radiation poisoning?

Though evacuation is, by far, the best way for Japanese residents to protect themselves from radiation poisoning, travel congestion prevents this solution from being available to everyone. Unfortunately, the few remaining safety precautions are much less reliable than distancing oneself from the source of radiation. Japanese officials were contemplating distributing iodine to residents in the area, but with the decrease of the radiation levels, this plan no longer seems likely. While alpha particles can be stopped by materials such as clothing (or even paper), gamma particles require greater shielding, particularly lead vests. Distributing lead vests to everyone in the area is implausible.
