There is not much you can do when in the act of flushing the toilet, but investing in a low flow or dual flush toilet can save a significant amount of water when you do go to flush after installed. These units have options for both liquid and solid waste, the liquid option only using 3 liters of water while the solid uses 6. This results in an annual average water savings of 68%.
Add a brick, some rocks, or something comparable, to the tank of the toilet. This will cause the amount of water used with each flush to be less than normal due to less space in the tank that needs to be filled.
