This source actually says that a lawn only needs to be watered once a week with an inch of water, as one thorough soaking is all it needs. The best time of day to do this is in the early morning, around dawn. This allows the water sufficient time to soak into the soil before the sun has a chance to evaporate it. If this isn’t possible, the next best time is in the evening after the sun has set. However, this method leaves your lawn at risk of growing fungi and molds because the soil is left moist for so long, so the morning method should theoretically work better.
