One way would be to offer telecommuting as a perk. Workers could either begin in the office and after proving themselves, work from home as a ‘reward’ or employers could offer a work-from-home option from the very beginning using a network into which employees would log and do work every day.
Federal governments can encourage their own workers to telecommute, release research showing the benefits of telecommuting, conduct ad campaigns, support telecommuting programs in large business or in states, and pass bills mandating that companies create telecommuting programs.
