How can the coal industry be held more accountable?

    One thing that is already being done is to make the industry pay for the sulfur dioxide and nitrogen oxides that they emit. This is frequently referred to as a “cap-and-trade” system because companies are allowed only a certain number of pollution credits, then they must buy more credits if they wish to pollute more. This program could be expanded to carbon dioxide as well.
