There are monitoring devices such as CO2 sensors, who’s largest customer currently is governments. Cities can use these devices to monitor the level of greenhouse gases being emitted. There is also computer software that keeps track of energy usage and consumption and uses this data to create an estimation of GHG.
The EPA provides tools and guidance to assist cities in their efforts to monitor greenhouse gas emissions through greenhouse gas inventories. These inventories are an accounting of the amount of greenhouse gases emitted to or removed from the atmosphere over a specific period of time and provides information on the activities that cause emissions and removals. The IPCC provides the guidelines for conducting greenhouse gas inventories.
