Since water in any area is a resource with a fixed quality, we must charge all consumers of water a certain amount of money to use the water. California can adjust the price of water until demand meets supply. As the price of water increases, people will use less water. In order for this to be a fair system, we would need to impose the same price on all water users whether they are agricultural or domestic users. Unfortunately, since California relies heavily on agriculture for its revenue, this would not go over well with lobbyists.
