How can government be used to protect species of animals?

The US Fish and Wildlife Service has a yearly endangered species report that lists the current animals that need help protecting. Oftentimes, animals may be taken out of the wild and kept in captivity when their population dips to low levels, to breed and protect them to grow the population. The government could also encourage a ban on hunting certain animals once their population gets below a threshold. They can also change business practices like they did in early September when the Secretary of the Interior changed coal mining guidelines because it was drastically affecting the Indiana bat.
