The great thing about energy efficiency is that it is generally one of the cheapest ways to become more sustainable. Energy efficiency means you consume less energy, so you pay less for the electricity, and eventually, the retrofit becomes financially worth it. However, the up-front cost does have to be accounted for. The California Public Utilities Commission is funding energy efficiency programs with part of the revenue from utilities that sell power. Generally, part of your electricity bill goes to a fund for energy efficiency projects. Essentially, consumers are paying for it.
