How are people allowed to visit Antarctica? I thought it was all protected and government-owned?

People are allowed to visit Antarctica.  In between 2006 and 2007 about 29,600 tourists visited Antarctica.  No person or government owns Antarctica, but in 1959 the Antarctic treaty laid out 43 countries that have the ability to manage Anarctica.  Seven countries: the UK, Norway, Chile, France, Australia, Argentina, and New Zealand have historic claims on parts of the continent.
