How are livable cities designed different than regular cities?

The goal when designing a livable city is to eliminate the need for an automobile. In order to achieve this, neighborhoods are designed with the idea that everone should be able to walk, take a bus, train in order to complete their routines. This involves comprehensive publictransportation systems but also a different approach at the design of neighborhoods. Zoning guidlines can facilitate the structureing of neighborhoods to make it easier for people to walk to the market, salon, library.
