Farmers with a lot of land that sit on top of a water table can sell the rights to the water underground (without selling the land) to big companies or investors, like T. Boone Pickens. These companies/investors can pump water elsewhere much more efficiently than farmers can. Much like air rights, selling water rights can be very profitable for the farmer, especially as the water shortage worldwide increases.
