Is the house ready to pass the climate bill but the senate is holding up the process?

    In 2009, the House of Representatives approved the cap-and-trade climate bill called American Clean Energy and Security Act of 2009.  This set the emission target goals at a 17 percent reduction by 2020, and 83 percent by 2050 compared to the 2005 level.  This bill was not passed in the Senate in 2010.
