Is the Hoover Dam the second largest dam in the world?

Nope, actually, for all its enormity, it’s not even close to the largest dam in the world.  Hoover dam does have one of the largest reservoirs in Lake Mead, but the largest dams in the world (by volume of structure) are the New Cornelia Tailings Dam, in the US, the Verkhne-Svirskaya dam in Russia, and the Samara Dam, also in Russia.  One dam in Canada and two in Argentina are currently under construction that will be even larger than those three.
