Using desalination plants isn’t necessarily a logical method for dealing with rising ocean levels. While the water would temporarily be taken from the ocean, the process doesn’t remove the water from the water cycle, so it would eventually flow back into the ocean, and therefore not actually have an effect on the ocean level. Desalination is also relatively expensive and equipment-heavy when compared to drawing from fresh water sources. It is useful to meet the water needs of various populations, but it doesn’t seem like stepping up the amount of water from desalination would be an appropriate response to rising ocean levels.
